Cant download

hi. im just a newbie here. im having difficulty downloading apps. is it true that i need to make 10 posts before i can download? i hope not. this site is very useful, but if thats the rule. people will move away. please advise.

Another post in the hope that 10 or more may enable downloads. Am I wasting my time in this site?
