Ciphering on T68i

My bro bought a T68i and at the moment plans on using only the GSM services.
However, whenever he's on the phone a sort of honking sound is heard and a
small ! in a triangle is displayed on the screen. On looking it up in the
manual, I found the symbol indicates an issue with network ciphering. An
explanation or method to rectify this would be appreciated.
