Bar incoming SMS messages
Set: *35*barring code*16#[SEND]
Cancel: #35*barring code*16#[SEND]

You'll ned to contact your provider for the barring code I suspect...

huh...In most places, the SMS sender is charged for it, not the
recipient.

i most normal countries yes...
not in the US (maybe just T-Mobile)
