Nokia 7600 problem with ciphering?

Hi ,
My 7600 (soft. ver 04.03) when I'm using GPRS "always online" mode during
voice calls and messaging displays open padloc symbol. When it's set to
"when needed" everything is normal.

Anyone could tell me what is wrong? (or this is normal behavior?)
