MNC MCC BCD encoding

I am trying to encode a range of MCC MNC values for operator logos.
I am aware they are little endian BCD encoded with right fill of F16.
My logo still wont save on the handset, ie I am not getting encoding
right.
Does anyone have a snippet of code that shows how the two fields are
encoded ?
