How can I make a phone automatically reply to SMS when they are read?

I run a guarding co and we have 120 armed response officers in the
field. When alarm calls, etc come in from customers, the PC generates
a SMS giving the guard the name and address, etc, via a cellphone
modem..

I find that 1 out of 100 SMS don't get delivered, or so say the
guards, and they don't respond. Then there is a major complaint from
the customer and twice this year I have had to pay out really big
bucks to insurance cos as they say we aren't doing our job. My
liability insurers have stopped our policy as they say the technology
is too new and untried to be reliable. I have tried using radios but
there are too many dead zones.

The network say it is impossible for SMS to go astray.

What I need is a phone that will reply to the SMS as soon as it is
read, to the same phone, so it can be stored on the PC. If the reply
doesn't come back within 30 seconds, then we can contact an
alternative guard. At the moment I am sending 3 guards to each event
instead of 1, but they are threatening to go on strike due to
overwork. They also smash up cars faster too.

The network say it can be done, but must be done by the phone. In the
past 3 weeks, I have spent several days on the phone to Nokia,
Motorola, Siemens, Sony-Erricson, Altcatel. No one knows how this can
be done and all say that they, as engineers, don't need to know this
in order to work for the agency. All give up after a few minutes on
the phone, or transfer you from person to person.

Anyone know how this can be done, and where to get the s/ware to do
it?

A reply when an SMS is delivered is a network function not a phone
function. Check your phone menu, on my Nokia 6310i for example there is an
option under Messages > Message Settings > Default Profile > Delivery
Reports to set these on or off.

As I said though it is a network function and your network may not support
it, check with them.

You tried Tetra radios? would be very expensive to set up but could save
money in the long run

You'd be far better off, and running cheaper using a trunked radio
operation. That way, you can generate a group call, and would get someone
physically responding to the call. What you are observing is what
psychologists call "diffusion of responsibility".

This feature, although in the phone is Network enabled. So basically if
the feature is not enabled by the network you can not turn it on.

As for two-way radios, they can and will work provided they are set up
correctly. Obviously you are running a large scale operation over a
large area. Without geographical information about your area it would
be hard to suggest what radio system would be required for you.

Relying on SMS only for alarm response is risky to say the least. It is
a great concept but unfortunately it with no fail-safe or redundancies
isn't practical.

With a security service of the size you are describing, I believe you
should have a control station manned that can ensure the alarm is being
responded to. If the responding officer has not acknowledged the alarm
within a set time, then the control station can either resend the
message manually or respond another officer.

That brings up another matter of ensuring the officers welfare at all
times, especially during an alarm response. That is another reason to
have a manned control station that can maintain some form of
communication with the officers in the field.

Sounds to me like you require a re-think of your safety and
communications practices. I for one would not like to be attending an
alarm (even armed) without being able to call for assistance. I am a
Security Officer myself and have company phone, personal phone and
personal radio with me at all times to ensure my safety.
