Very much depending on which country you are in. This is not a UK
newsgroup - changing them IMEI is perfectly legal in most countries.

I am from Austria - and I didn't know it is illegal to change the IMEI
anywhere. I do not know why it is illegal in the UK, can anyone
explain it to me?

Because there is little *legitimate* reason for doing so.
The only likely reason for changing the IMEI is if it's been
blacklisted. All UK providers subscribe to a scheme intended to
reduce mobile phone theft so any phone blacklisted in the UK is
unusable on ALL networks. This scheme is effective, and can only be
so, because IMEI changing is a criminal offence in the UK.
