Does anyone know if a bluetooth adapter used for windows 98se can also
be used for windows 98?

Also which is the best adapter to buy? Belkin, Ambicom or something
else.

Yes, unless the minimum req's specifically state otherwise.

With regards to adaptors, you can get a "cheap as chips" one, but you are
serious about BT, I would go for top of the range TDK.
