RAZR Ringtones vs Ringer ID

Why is that several of the ringtone files that are in the "My Sounds"
folder cannot be assigned as Ringer IDs? Some can; others not. All are
standard Motorola Ringtones for the RAZR. Anyt I have d/l'ed from
Cingular work as both ringtones and ringer ID's. (?)
