Vodafone & Motorola query

I am interested in 3 Motorola phones connected by Vodafone in the UK.

However, I have heard that some phones you get from Vodafone have been
altered so that you can only play MP3's that

have been downloaded from voda live.

Is this true?

Is this true for Motorola phone?
The models I am interested in are V3/i/x, pebl & slvr. Are these phones
altered by Vodafone or can I use standard

MP3 files as ringtones on these models?
