Blue Ear Plug Volume

Could anyone suggest what ear plug has the best volume?
I am a tad hard hearing and can not hear with my set unless
the area around me is somewhat quiet. It is impossible to use in the
car. I have a V300 and the HS820 headset.
Thanks for any help anyone offers..And yes I have to volume turned up
all the way on both units.
