Roaming partner selection?

When doing (International) roaming, is it possible to select the partner
carrier that the phone may be seeing? Example: when in the Straits of
Gibraltar, the phone may see UK, Spanish, and Moroccan towers. The prices
of roaming differ a lot.

How can one determine (v551) which carrier the phone will use?

Use manual carrier selection. Then have a look for the list of available
networks. Choose one and then select it. That working with the V3 Razr
and I think its the same with the V551.

I'm living in Germany near the french and luxemburgian border.
I had to switch to "manual" because otherwise I will be roaming
accidentally sometimes which tends to be MUCH more expensive.

Provided your home cellular carrier has not disabled manual carrier
selection as part of their customization.

If that's been disabled it can be restored with SEEM edits.
