problem usb and system operator windows 98 se

Hello to all I possess a cellular motorola c350 that use habitually like
modem through cable usb with a PC with sw windows xp.

I have tried to make the same configuration with windows98se but I have
found a problem with the usb port!

There e' someone that knows as it is resolved?
