GPRS network availability

I have just bought two Motorola RAZR V3 Black .
Both of them have exactly the same configuration, SW version, service
provider, etc.
My problem is that one of them displays the "GPRS" icon in the screen,
while the other one doesn't. My understanding is that this icon
displays only the network coverage (availability) of GPRS in my area
(it does not mean that I am connected nor subscribed to GPRS).
None of the phones is subscribed to GPRS service.

So, why one of them has coverage and not the other ? Anyone could help
me ?

Is that with the same SIM, or different SIMs?

They are two different SIMs.
Today I have exchanged the SIMs of the phones and now I see that the
problem is with the SIM configuration, not the phone. I think this is
because one of the SIM has the MMS service active and the other doesn't
(I think MMS cannot be sent by CSD, they require GPRS). So the icon
does not mean only "availabilty", but subscription. This has different
interpretation depending on the manufacturer.
