I'm guessing the answer's "no," since the detection process when I start the
program takes forever.
If the answer's "yes," do I need a driver for either the cable or for the
phone?

I dont have a book of Motorola Part numbers handy, but the V551 uses the
same cable that they have been using since the days of the P280-V60- (some
of those were serial) and the V400, V300 and V500, v600s and the V551. So if
it fits it should work.
Have u installed Motorola USB Handset Driver Program? A better place to find
support is the Motorola Forum on www.howardforums.com. They have STICKY
threds that cover all of this for ya.

I dont have a book of Motorola Part numbers handy, but the V551 uses the
same cable that they have been using since the days of the P280-V60- (some
of those were serial) and the V400, V300 and V500, v600s and the V551. So if
it fits it should work.

That is the part number contained in the Motorola Data Kit for the V551.
I use Bluetooth with my V551 and MPT, but lots of people use USB. It is a
pain to get the drivers loaded correctly if you are on Windows XP, because
Windows wants to load a driver that MPT doesn't like.
Do not connect the phone until after you have brought up Mobile Phone Tools
and done a Live Update, skipping the phone detection the first time. If
you have already let Windows load drivers, you can undo that. BVRP/MPT
provides a tool for updating the driver. It might also be necessary to
remove the installed devices.
On the FAQ page for BVRP http://support.bvrp.com/phpbb2/viewtopic.php?t=3966
The driver installation tool listed in 4) will install the usbser.sys
driver file from Windows 2000 (which does not exhibit the incompatibility)
for use with Motorola phones on Windows XP.

and the Razr. Same recurring theme, though. The drivers need to be loaded
"correctly", and some USB modem devices might need to be removed in device
manager.
Motorola also mutters some words about this, but I think Drivertool
