Problems with using V3 for dial-up networking over Bluetooth

to my laptop. All the software is installed, and seems to be
configured correctly. Operating system is Windows XP Pro, and the
drivers for the Bluetooth dongle are identified as WIDCOMM, version
1.4.2.8.
The software suite that came with the dongle seems to be compete, and
I know that Bluetooth communication to my phone works, as I moved a
couple of MP3 ringtone files to it with no problem at all. The phone
also works properly with my Bluetooth headset (the HS801 that came
with the phone).
However, what I really want to do is to use the phone to dial-up to an
ISP, or other computers (systems that I manage remotely for clients).
I have set up the "Dial-up netowrking gateway" in "My Bluetooth
places", and things seem to be correct. But...
When I initiate a connection, the PC sends the request to the phone,
and the phone then dials, but it immediately hangs up as soon as it
finishes dialing, before the other end even answers. The dial-up
attempt then fails with an "Error 678", which is a Windows
communication hardware failure. Note that if I manually dial the same
number, everything works fine.
I have not yet attempted any hacking of the Bluetooth installation on
my laptop, as it seems to be working OK. Neither have I tried to hack
my phone. I am left wondering whether my carrier (Rogers) has killed
this capability, or whether there is a problem with my phone, and I
should return it. Since I've only had the phone it for two days, this
is certainly a viable option. One of the main reasons why I bought the
phone was to be able to use it as a backup modem in the event that I
can't get near a landline. So far, that seems to be the only thing I
can't do.
Any help, comments or advice woill be greatly appreciated.
