General concenceous is that they do not increase the phones ability to pick
up a signal.

The manufactures of phones follow certain guidelines to make the antenna
pick up a certain frequency as best as possible.

If you think a booster will work, I know where you can also get a hunk of
tin to put on your air cleaner so you will get 20 more hp.

It's important to distinguish between passive signal boosters, which are
useless, and real external antennas (e.g., ARC Freedom Antenna
<http://www.antennas.com/arcProduct.html>), active signal boosters
(amplifiers), and active repeaters (expensive), which can be quite effective.

True, but performance is nonetheless seriously compromised by making the
antenna small enough to fit in a small phone, and by limiting transmit power
in order to increase battery life.

The products I've listed above do work, albeit at a cost.
