Help Needed Urgent!!!

ok, so I was going to dinner for my birthday and i was raining out,
had my phone (motorola v400)clipped to my belt and i ran inside, afte
dinner i went to make a call and my phone wasn;t there, i went out
looked in the car, everywhere and i finally found it on the server
table, someone had found it outside and returned it, only problem is i
was soaked. so i dried it out, put the battery on turned it on, and i
worked, then i thought it would be be safe to dry it out more incas
there was water stuck in little crevases. so now when i turn it on now
well not even turn it on, when i put the battery in, a black scree
comes up with white text it says this:
Boot Loader
07.B0
SW Version:
09.2FR_A1

Battery OK
Ok to Program
Connect USB
Data Cable

so what i'm thinking is it unflashed its own program somehow, and
probley need to reflash it, or is there anyway I can fix it?

Sound like you need to reprogram the phone.

If help were needed urgently, you would have chosen a meaningful title
to guide the proper people to your post.
