Question on mobile to mobile text messaging with attachment

friend of mine, who is also with cingular, will they be charged the $1.99
and also for the kb it takes to get to them. Also do they have to have the
internet service on the phone, they do have text messaging. Just trying to
find out what all is involved with sending ringtones or graphics via text
messaging. Thanks.
