Motorola V66 dialing ISP from Linux

I have a Motorola V66 cell phone with a USB data cable that I would like
to use with my IBM Thinkpad X20 laptop so as to dial my ISP. I am running
Fedora Core 2 with kernel 2.6.7-1.437.1.ll.rhfc2.ccrma, correct modules
are loaded and the phone is recognized as a USB modem /dev/ttyACM0 linked
to /dev/modem.
Note:
This is the T-Mobile (EasySpeak) pre-paid version of the phone just in
case that make any difference with resolving this issue.
When I start Minicom (for testing) the modem initializes fine with AT&F
but I am unable to successfully dial my ISP, here is all that happens:
ATDT8002465786
<Phone LCD lights up and displays "Calling 800-246-5786"> NO CARRIER
I tried the following AT commands with these results:
ATD
ERROR
ATDT
ERROR
Am I not sending the phone the correct AT commands? - If I dial the ISP
manually from the handset it dials fine and I hear the modem on the other
end answer.
Any help appreciated.
