Why don't you try it and see?
You will not be allowed onto the network unless there is a roaming
agreement, EVEN for EMERGENCY calls.

I think you'll find that 112 calls will work on any network. That's
written into the GSM spec.

Not in the UK they won't, the networks don't support it. In the same way,
the GSM spec calls for phones to be able to make emergency calls without a
SIM card inserted in the phone (the phone shows either "Emergency Calls
Only" or "SOS Calls Only" on the display). Again, because the UK networks do
not support this part of the GSM spec this does not work.

In many countries, wireless providers must complete emergency calls
regardless of SIM status, but apparently not the UK. In the US, federal
law requires that wireless providers put through emergency calls regards
of SIM status (on GSM phones), account status, stolen, whatever.

Why are you telling me that? I answered the OP's query, I don't give a hoot
what they do in the US, I'm tired of folk thinking others should follow what
they do.

It's not just the US, it's the rest of the world that complies with the
spec.
