Connectivity problems

I am using Windows XP Pro and a Motorola V60t and Cingular in an
attempt to connect to the internet through my local ISP.

I have the Motorola connectivity CD which is supposed to be correct
for my cell and XP. After setting up a new dial up modem, when I try
to connect the laptop dials the phone (I can see it happening on the
display) but immediately gives the following message.

"Error 678 - The remote computer did not respond. For furthrt
assistance, click More Info or search Help and Support Center for this
error number."

If I manually dial the ISP number, I can connect. Is there a time
factor involved here? There is, of course, no dial tone. Where is
this "Help and Support Center"? I really am out of my element here.
