Bag/Transportable,Attache Motorola Phone-Battery accessories SNC2396A

I was wondering if anyone can help me on this. I have a Motorola 3watt bag
phone (SNC2396A; TX200). I recently purchased the carrying accessories,
charger, battery and clip, problem is that when I go and plug the phone into
the charger and then plug the charger into the wall then try to dial out I
get a fats busy signal, if I go and plug the phone into the car though I
have no problems with it. Also if I plug the batter itself which is fully
charged into the phone, nothing no power. Anyone have any ideas what's
wrong or if you have or know where I can find the schematics to the
connector that would be a bonus as I can see if something is wrong there.

Thanks in advanced

You probably are not getting enough amps for the unit to work--some of
those old ones take over an amp--the car would supply it, check he
output on the ac adaptor---
