I called that number, but didn't get through.

Why is that that Americans just don't know how to format their phone
numbers for an international audience?

+1 954 9279998 - see, it's not that hard when you try.

PS those devices will be illegal in most countries as well as the US.

Alexander Graham Bell. A Scot who emigrated to Canada, and invented the
phone in Canada, although he did most of his testing and perfection of the
invention in the United States.
