You should be able to send to 2207 without any prefixes. I have sent
to similar 4-digit numbers while roaming overseas and it has worked
fine. The Inquirer has a similar service for getting news headlines on
demand. To receive that you send INQ7 NEWS to 2333. Does that work for
you?
