Some questions on GPRS, block lenghts and tbf lengths.

Hi,
please be patient when these questions are stupid or frequently asked,
I´m quite new on this matter.
I´m currently thinking about the lower layers in mobile networks used
for packet switching in general. A very first draft of my current
understanding is the table in http://www.detlef-bosau.de/layers.html .
What I woul like to know is:
-Which rationale is behind the choice of the length of TBF frames and
the length of RLP frames?
-Is there ever a strict correspondence between one RLP frame and one
TBF frame?
>From what I read so far, I guess that TBF frames should be chosen
rather large. However, I do not complete understand the rationale
behind that, perhpas one could help me here.
I´m computer scientest, so I haver perhas a certain lack in signalling
theory, but perhaps this could be overcome.
