Roaming with Canadian company in Eastern Europe

Here's the scenario
I was in eastern Europe where there are 900/1800 networks and my nokia 8890
with rogers(canada) did work there. Not long ago same story but i had
fido(canada) and nokia
7210 headset and i didnt have a signal, but could see the networks which
couldnt allow me to connect through them. Question: did i have to activate
my roaming with Fido or something? 3 days ago i called Fido and asked if
their 6020 nokia would work there and guy kept on telling me that it wouldnt
cause its not compatible with the networks overseas. All 3 phones(nokia
8890, 7210, 6020) support 1800ghz frquency. I'm thinking the cs guy didnt
have any idea what he was talking about, pls correct me if i'm wrong.
