Requesting Recommendation for emulating a BCCH

Need to produce a live BCCH for a testing program.

Is there a known PC test program that can emulate a BSC to make a real BTS
light up?

Any low cost BTS emulators that can transmit a BCCH for test purposes?

I looked at Agilent / HP 5515 test equipment (over $50,000). Just renting
cost in the vicinity of $5,000/month!

I looked at the Aeroflex 2935, which is designed to be controlled from a
PC.
A bit more reasonable at $13,000.

But these BTS emulators are more than a low-end BTS! What's the simplest

most economical way to light up a BTS (to produce a BCCH) for test
purposes?
