Nokia 3310 not charging

My Nokia 3310 accepts charge from the car battery charger but when I
try to charge from the wall charger, it doesnt charge.

When I try an ACP-7A (which I got with my new 3120), I get a warning
'not charging'. When I try the original ACP-8A, nothing happens. There
is chance that this 8A does not work at all.

Does this sound like a problem with the phone?

Any suggestions of what else I can try?
