Standards covering 'access classes and subscriber categories'??

Does anybody have an idea about, which part of 3GPP specification
covers about the access classes(0-9 standard ones and also 10-15
special ones) and the subscriber categories that are covered under
these classes?

"Access Control", 3GPP TS 22.011.
