Any Movement Towards No Roaming on the Network in Europe

We are seeing a consolidation of mobile providers in Europe. T-Mobile, O2,
Orange, and Voda seem to appearing just about everywhere. My question is
(even at the corporate level), has there been movement to plans which are
"no roaming on the T-Mobile network." It seems that they could now offer
such plans and that there would be a lot of takers.

I have a friend who starts the month at his home in Germany on his plan with
T-Mobile.DE. He travels to Sweden,. Austria, the UK, the US, and Japan. If
he could get no roaming on T-Mobile or Voda, he would be in great shape.
Obviously, Japan would present a problem, and I don't know whether any of
the carriers I mentioned are in all five countries, but some are many of
them.
