Newbie - GSM enabled PABX hookup

I envision that I'll have a GSM enabled PABX hooked up to a Win 2003
server.
The server will be running customized software (which I'll code) that
Can monitor network for incoming SMSs and parse them for required
data.
Can send system generated SMSs to given cell phone numbers
In future, it will need to be able to essentially perform most or all
of the functions carried out by a typical cell phone OS like Symbian
i.e picture messaging, ring-tone sending, network configuring, etc.
The server will also be running SQL Server 2000.
The system should be able to handle a large number of incoming SMSs
per minute, max = 10^6 and reply them accordingly (meaning I'll have
implement some form of optimised message queuing and priority handling
mechanism…. Still a work in progress)
Questions:
1. Can you get your hands on an SDK for GSM\Sim cards that would
be of use?
2. Is using a PABX to hook up the server to a GSM network the
best way to go or is there another technology that I can make use of?
3. Can you get your hands on documentation and\or an SDK for
accessing\programming a PABX(with GSM)
4. What are the security implications of the above
implementation that I should cater for?
