ATTWS to Cingular license transfer filed with FCC

Resent due to typo in original subject line.

ATTWS has filed the applications to transfer their cellular and PCS licenses
to Cingular. You can find the application by going to the FCC WTB's
Universal Licensing System search engine:

requesting Applications then Transfers. Then enter the File Number
0001656065
To say that the attachments are interesting would only be described as an
understatement.
Cingular claims that they *need* up to 80 MHz of bandwidth to serve their
customers. This represents almost one half (47%) of the available cellular
and PCS bandwidth! Saying that you need 47% of the available bandwidth is
the same thing as saying that there is only room in the market for two
carriers. The coverage maps are among the best I have seen for either
carrier. There are tables showing exactly how much spectrum Cingular will
control, assuming the transfer is approved. In San Francisco, Dallas,
Washington, DC and a few other markets it will be 80 MHz. There has been a
recent flury of license transfers from Telecorp to ATTWS, so many SunComm
licenses are also included.

I have not yet seen where the FCC has requested public comments on this
transfer.

Does this mean that we will be getting better coverage in West San
Francisco?

If it does then that's good.

Is the FCC obligated to ask for public comments related to this issue?
If they're not oblgated to do so, I can't imagine why they would.

Since at least part of the application requires the waver of some standing
rules, I think that public comment will have to be heard.

The transfer of control applications were filed w/ the FCC two weeks
ago tomorrow and were uploaded to the ULS about 10 days ago. Every
AT&TWS Cellular/PCS license is now tagged w/ a pending application
regarding the requested transfer to Cingular.

Between them, there is a great deal of redundancy, but the three
TinyURL links below link directly to the entirety of the filing &
accompanying attachments w/ in the FCC ULS.

Thanks for posting the tiny URLs.

I hope that the public/consumers will have an opportunity to be heard on
this. I don't object to the merger, per se. I do feel that some of the
license holdings of Cingular post-merger will be both excessive (e.g. 120
MHz) and anti-competatitive. Having one company control almost half to the
available spectrum in major metropolitan markers sounds an awful lot like a
return to the days of the cellular duopolies to me.
