Loading Smart Buddy from US. Please Help

I am unable to reload my Smart Buddy GSM Nokia 3200 from the US using the
procedure given on the Smart Buddy card (Philippines). The procedure is "
dial 1510 + 14 digit PIN and press Send". A google search indicates that I
am not the only one with the problem and no working solution was given.
