SAR relation to RF?? Is there any?

Basically i've been struggling with t-mobile signal issues with my
samsung e105. I'm in a strong t-mobile area(philadelphia city/close
subs). Any time I go indoors I have a few bars but if I make/get a
call the bars drop to one and quality drops quickly, and I'm saying
"can you hear me" over and over, and have to walk to a window.

Ok my question is does SAR have any affect on reception? On RF?

My unreasearched assumption is the higher the SAR the more energy sent
to the antenna, and the better reception. Again unreasearched and
uneducated guess. Just looking for an explination. As the nokias that
I have owned have always had great reception(about 1.x SAR) and my
first samsung (~.7 SAR) gets shoddy reception anywhere indoors.

Educate me people!!!

Thanks
