"unlocked" Ebay GSM phones?

selling in to the $200 to $300 range, and many of which are claimed by the
sellers to be unlocked. By contrast, unlocked V400 phones available from
internet stores are running $400 to $500. So I asked a few Ebay sellers
how they knew their phone was unlocked. Their replies generally have been
"Its new, it has to be unlocked" and "Its unlocked because I said its
unlocked" and "Its unlocked because I bought it direct from Motorola". I
only had only one tell me that their phone locked but assured me that
getting it
unlocked would be easy.(Really? How?) It does not sound like many sellers
know
what locked and unlocked means, or are dodging the issue. I wonder if some
are
picking up a bunch of subsidized phones somehow and are selling them
clueless
of what it is they have. (Its new! It has to be Unlocked!Just put a
Cingular SIM in them!)
It makes me very leery of buying a GSM phone on Ebay.
Anyway, I was curious to know if anyone here has had problems buying a
supposedly unlocked GSM phone off Ebay and then finding out, oops, its
actually
locked and what kind of problems they had getting it resolved.
