SMS to Japanese Cell phones?

Hello.

I'm in CA on Ching Ching Chingular on an SE T68i

Can I SMS to someone who has a J-Phone or DoCoMo in Japan?

Does the technologies or service providers allow for incoming SMS from
outside Japan?

I think DoCoMo phones have e-mail addresses assigned to the phone as well.
