Build a GSM network question!

I have a big (or maybe not) question about GSM.....Imagine this scenario,
you are the owner of a small island in the middle of nowhere and you live
there with other people (I wish it was my case....LOL).

What you want is free comunication between you all. I thought that one could
use GSM. In this case who should you contact to buy a GSM antenna and SIM
cards that allow cellphones to connect to the antenna and call the other
cellphones? let's say that cellphone 1 can be called by dialing 1 and so on.

How expencive would the solution be?

PS also pretend that you wouldn't need a license to operate the network
because that's your own state.

PS2 what if you lived in a state where the 1900mhz (or 900, or 850 or
1800mhz) band is free for use (like 2.4ghz is)......would it be illegal to
build a private GSM network made up by one antenna?.....one could use
cellphone as a sort of long range cordless phones! .....and calls beween the
phones would be for free (naturally).

That's a cute little dongle, but it's use depends on having an
existing system to plug it into.

Why would you use GSM? You have a requirement for wireless
telecommunications network but have just restricted your solution to
using GSM. You may find a system like DECT just as good, and cheaper.
GSM was not designed for a private network. Of course, one of the
features of GSM, roaming, would be useless for a private network.

You also cannot say how expensive a solution would be without knowing
how big the actual coverage area is. You may need only one base station.
You may need more.

Don,

The cost of a site is the average of all of the costs of building a network
(switch, HLR, VLR, etc). The cost to build a site these days is down to
around $300k or less (includes base station, engineering, cables,
construction).

The cost to build a tower is around $125k. Most cell companies now rent
from tower companies instead of building their owm towers.

To install a UHF or VHF link can be done for less than $50k.
