Local administrative bodies are assigning TACs to local manufacturers,
the complete list is administrated by the GSM Association in Dublin.

Hard. Neither local authorities nor GSM in Dublin are willing to help
with this.

Thanks very much for the information. I'd already stumbled across the
nobbi.com list, but was unsure of its accuracy or completeness. Do
you know if any verification is done before entries are included in
this list?

Co-operation aside, do the GSMA even have this information? I guess
it feasible that they issue codes without knowing what make/model
they're issuing against.

Most of the entrys is composed from some sublists coming from local type
approval authorities. Other entries came from users which have new phone
models. I try to do some checks before having entries show up in the list.

Yes, I think they have. I got a mail stating they do not want to give me
the list, because I am not a member of the GSMA. This implies they do
have the list.

Indeed. But the local type approval authorities are informing the GSMA
of the issued codes.
