Remember that receiving an SMS abroad is free on most networks. One thing
you could do is take your US phone with the ringer shut off and simply use
it as a text messaging device. That way, if someone needs to reach you they
can text your phone and you can call back from a public phone or simply text
them back (which costs something, but you are looking at twenty-five cents
or so for the text message).

Actually I think that you can receive free everywhere.

It would be quite unfair it was not free as you'd then have no control
over your bill. Some networks charge for incoming voice calls, but you
can always refuse to answer your phone. There's no way you can decline
to accept incoming SMS messages.

True, but... I just saw a prepaid of Chile with charge for incoming sms!
:-((

(updated http://www.prepaidgsm.net/en/cile/entel.html:
Alò International Roaming:
with EntelPCS Alò card international roaming is limited to SMS
sending/receiving. The cost is CLP 250 for sending SMS and CLP 25 for
receiving them. In order to activate International Roaming, before leaving
Chile, you have to switch to the Plan Viájalo calling the number 103 and
then dialing 3 and 7. From that moment you won't be able to make or receive
voice calls, but only SMS. When you come back to Chile you can reactivate
your former plan, for free, dialing *108#.)
