Samsung sgh-r210s unlocked , low battery problem since

I had my Samsung sgh-r210s unlocked ,since that battery charge can be
no more than 2 bars (out of 3).
I plugged in another battery from the same model and it has the same
problem.
Anyone know how to sort this issue out?
