T-mobile would be less than a dollar a minute on international calls but
they don't offer international roaming with american prepaid

Look at a Roadpost UK SIM ($50) with a callback service. Free incoming in
the UK, $0.11 a minute outgoing in the UK using Boomerang callback. $0.75 a
minute incoming in the Eurozone, $0.86 a minute outgoing. The rates are not
great, but they are below the $1 a minute barrier you were talking about.
