Tablet PC can 't find Holux GPS

Windows XP Pro SP2 on Motion Computing Tablet PC, Holux GPS ... the tablet
can't see the Holux sometimes. The Holux blinks blue once a second,
according to the manual that means it's broadcasting. I have paired it with
the tablet and established the secret code between the two devices.
Sometimes it works, sometimes not. Installed new Bluetooth software on the
laptop, still intermittent.
Any thoughts?
