I need help finding an HCI level S/W protocol analyser or other debug
tool to develop a profile for the WInXP stack. I have a USB Bluetooth
module and I can't take the cost of the full air protocol analysers.

Linux provides that, of course: hcidump. Though I doubt that will be
of much help, since there exists no VM out there capable to do
bluetooth yet.
/me is glad not to be limited in the Windows world.

Could try these guys, they provide a software suite and a Bluetooth
dongle as a cost effective means for a Bluetooth protocol analyser..
Web site says the product was developed inconjunction with CSR. (CSR
seem to the world leaders in providing the base solution for majority
of Bluetooth end-products, may add some confidence).
