BT applications programming

HI guys,
I am building a file shari9ng application using BT as transmission medium. I
am a bit confused, do I have to initialize the BT stack in my application?.
I am developing for for PDA ipaq hp 2200 using .NEt 2003.
If anyone has any idea about it, please let me know
Any help really appreciated
