Belkin F8T002 & XP "No Local Bluetooth device was detected"

I'm trying, with little success, to connect my Nokia 6600 via
bluetooth to a Compaq Presario running XP with the latest
patches/service packs. The bluetooth PC card is a Belkin F8T002.
Installation of the latest Belkin software from the website seems
work, but when I Search For Bluetooth devices from windows explorer I
get a "No Local Bluetooth device was detected" message and I am unable
to pair the devices. Reinstalling doesn't seem to help. Switching off
my software firewall doesn't help. Disabling the wireless LAN doesn't
help (could this interfere with Bluetooth or is it on a different
band?)
Can anyone help me resolve this frustating problem. Shouldn't this
simply just work or is bluetooth still imature?

Have you tried making the device discoverable?

Bluetooth takes a little more "manual" intervention than say WiFi. Make sure
the phone is discoverable and connectable. You might also try to discover
the PC from the phone versus discovering the phone from the PC.

Thanks for the tips. The option 'Let other bluetooth devices discover
this computer' is on. I've tried 'search for devices' from the PC and
'New Paired Device' from the Nokia but to no avail.
