The Network Access Service in newer Widcomm drivers gives you two options:
passthrough or LAN access. Passthrough is most commonly used to allow access
to the internet, while LAN access is, well, LAN Access.

If your Network Access is configure to "allow a private network", it'll act
like a normal LAN adapter. Like any adapter, if there's no connection it'll
show "unplugged". As soon as another device connects to it, the icon will go
away. Think of it like pulling the CAT-5 cable from your computer. That's
it: Bluetooth is a cable replacement.

To check your current configuration, right-click the Bluetooth icon in the
system tray, select Advanced Configuration and switch to the Network
Services tab.

When you say reinstallation are you using the same driver version as before?

What version you had before and have now?

Check the script for this connection. If the devices can see each other and
there's no conflicts when configuring ICS and you don't have a personall
firewall software blocking communications then try this script on your Palm:

SEND CR
DELAY 1
SEND CLIENT
WAITFOR CLIENTSERVER
