It might be a corrupted set of profile information for this user... You can
try this:

- unplug the adapter
- create new user with Admin rights
- log in as the new user
- remove the Bluetooth software
- reboot
- log in as the new user again
- install the Bluetooth software
- reboot
- log in as the new user and see if it works
- log in as original user and see if it works
