BTD-2403 dongle on Win98 *First* Ed

I'm trying to set up my Aon BTD-2403 dongle on a Windows 98 First Edition
machine, but my port drivers aren't installing properly (get the exclamation
mark symbol next to them in the ports list).

I think this might be because the software that came with the dongle
(XTNDConnect Blue Manager v1.0.8) appears to be for Win98 *SE* only and
above -- despite the fact that the product packaging refers to 'Windows 98
and upwards'.

Is this a likely scenario? And, if so, where does that leave me? Anyone know
of some software I can use that would be suitable for my Win98 machine?

If this is your first USB device, try checking in the BIOS to see if the
USB ports are enabled.

Unfortunately Windows 98 support for USB is incomplete - some devices
work OK, others just plain refuse. Coupled with that, there may be
problems with your USB chipset. Windows 98SE addresses some of the USB
issues which waere apparent in Windows 98

Even if you had Windows 98SE, your USB chipset may cause problems -
there are some MS fixes for some issues:

If you can get hold of a Windows 98SE updates CDROM you can update
Windows 98 to 98SE and possibly have better luck.
